Vanguard has named Rachel Baxter as head of investment management for its European business.
She will be responsible for overseeing investment management across the region, including portfolio management, investment research, capital markets and trading.

Baxter will also lead Vanguard’s European bond index team.
She takes over from Geoff Parish, who is relocating to the US following his appointment as global head of fixed income indexing.
Baxter was previously co-head of Vanguard’s US bond index team. In that role, she had senior leadership responsibility for a large multi-disciplinary portfolio covering more than $1.4 trillion in assets under management across mutual funds, ETFs and funds of funds.
Before that, she worked as a portfolio manager in Vanguard’s global bond index team.
Her earlier experience also includes positions in global fixed income investment strategy, portfolio construction and European credit research.

Vanguard, which is headquartered in the US, managed $13.3 trillion on behalf of investors worldwide as at 30 May 2026.
