HMRC said that it will reduce fines for late submission for those taxpayers who voluntarily come forward within the next four weeks, but warned that it may initiate criminal enquiries against those who do not.
It is estimated that more than 7,000 individuals penalties will be receiving the warning letters from HMRC.

Though the campaign is aimed primarily at those on the 40% tax rate who failed to submit a return for the tax year 2009-2010 or earlier, it may also affect those on basic rate tax.
Compliant individuals will have to pay a penalty of between 10% and 20% of the tax due, plus the tax itself and, according to the Inland Revenue, spread payments may be allowed in certain circumstance.
