BlackRock has appointed Swiss Re CIO, David Blumer, as its head of Europe, Middle East and Africa (EMEA) operations.

Blumer will serve as BlackRock’s executive representative with the FSA and will join the firm’s global executive committee as senior managing director.

Blumer has been with reinsurer Swiss Re since 2008 and prior to being CIO, he was the head of asset management.

BlackRock chairman for EMEA, James Charrington, will also assume a new role within the firm, focusing on regulation, governance and people.

While remaining chairman for EMEA, Charrington will also become primary liaison with the UK Government and Investment Management Association (IMA).

BlackRock chairman and chief executive, Laurence D. Fink, said: "James is a superlative ambassador for BlackRock and has long been a critical contributor to the success of the firm, and I am delighted that we will continue to benefit from his insight, experience and stature."
