The agreement was signed by Jersey chief minister Senator Ian Gorst and Hong Kong secretary for Financial Services and the Treasury K C Chan.

The treaty will come into force after the completion of ratification procedures on both sides and in the case of Hong Kong; an order is required to be made by the Chief Executive in Council under the Inland Revenue Ordinance which is subject to negative vetting by the Legislative Council.

The new treaty is the 23rd comprehensive agreement for the avoidance of double taxation (CDTA) concluded by Hong Kong.

In an effort to prove that they are not "tax havens" or secrecy jurisdictions, Jersey is signing double tax agreements and tax information exchange agreements (TIEAs). Till now Jersey has signed 27 TIEAs, all but 10 of which were inked since March 2009.
