U.S. Capital Advisors LLC (USCA) has hired Jim Gilley, Lewis Wilks, Ben Rosenberg, Marian Willoughby and Julie Petersen to expand its Municipal Securities and Public Finance business, which is led by David Holland.

Gilley, managing director, has served in the securities industry as a public finance professional for 39 years. Since 1974, he has worked in public finance and investment banking. His experience includes work with cities, counties, airports, school districts, river and water authorities, electric power issuers, special districts and economic development corporations.

Wilks, managing director, has worked with Texas schools for 27 years. He began his career with the Texas Association of School Boards (TASB), serving as their division director of financial services. Since 1998, he has served as financial advisor to more than 90 Texas public schools. He has completed over $13 billion of municipal bond transactions.

Rosenberg, managing director, is located in the Austin office of USCA and works with cities, counties, utility districts, water supply corporations, Texas Water Development Board financing programs and other governmental entities. Rosenberg is a former City Finance director and accounting industry professional.

Willoughby, director, has over 25 years of public finance experience. Her expertise includes debt structuring, analytical analysis, and capital planning and client interaction. She formerly worked for the City of Houston analyzing special projects, annexations, debt restructuring and economic forecasts.

Petersen, director, has over 16 years of municipal finance experience serving as financial advisor and underwriter for a variety of issuers. Her expertise includes structuring new money, refunding and tax credit bonds.
